What type of tag/reader system may be best (read ranges, performance in difficult environments) for tagging individual construction components or materials for for a construction company's on-site tracking/locating/management of those components?

There are a number of solutions you can use to track tools. The solution chose is going to depend on your business case. Are you looking to track tools at a work site? For check-in/check-out? Inventory management? etc.

There's a couple things you can take a look at to give you some ideas:

Ford work Solutions has a product called Tool Link from DeWalt that uses EPC UHF RFID technology to tell you what's in your truck and what isn't. There is a video here: http://www.youtube.com/watch?v=3Soz7bkzPe4

Well I guess when I said "Construction components", I was more curious about a system that could be used to automate the receipt and on-site locating of construction materials such as fabricated steel components or large, pre-formed concrete items.

Absolutely, you can tag raw materials and other parts used for the assembly of structures. Many companies are currently doing this. It sounds like you are looking to have your suppliers tag the products so you can automatically receive them. Many companies such as Boeing, are doing this today using EPC technology.
